The Occupational Safety and Health Administration (OSHA) does not approve specific colors for safety vests. However, OSHA requires that high-visibility apparel, such as safety vests, meet the standards set by the American National Standards Institute (ANSI). Black vests typically do not meet these high-visibility requirements and are therefore not compliant with OSHA standards for high-visibility safety apparel.
